Can Poor People Own Dogs in New Zealand?

"Our 2 dogs and a tiny puppy rested alot on their bed in the back door porch.
You cant see the porch from the road. We left them there for a short time and when we came home, the dogs and the puppy were gone. The note in the letterbox said they were at
the pound. We went to the pound and Dad could only afford to get one of our dogs out, they then killed our other family pet and our little puppy.
We kept saying to them but our dogs are registered (the little puppy wasnt) so why the hell did you take our dogs. They said "OUR DOGS WERE ON A LIST". They refused to tell us what the list was for. Our dogs have Amstaff in them so maybe thats why.

These murderers came back again recently, this time we were at home. They marched onto the section saying hand the dog over for non registration. We were all shouting at them, saying he is registered so clear off, and why couldnt they call up the Council in front of us and we would prove he was registered. Then some of my family started running around inside to find our boys registration paper. But then these two nasty
dog catchers started moving towards our dog to grab him, I just knew I couldnt let these two murder our boy like they had done to his mate and the puppy, I couldnt go through all this again and I saw red because our dog is registered and to save our dog
I upswiped both of them with my forearm. I am not a big female and it just happened and I only just touched them as a warning. Next thing the police are there and I was arrested for assault. Its been to court. So now I have a criminal charge against me. But I dont care because in the time that the police took to get to our house my family
had found our dogs registration paper and so they couldnt take our dog then".
